Senator Hoffman, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 484. Senator Therriault objected, then withdrew his objection. There being no further objection, CS FOR SENATE BILL NO. 82(FIN) was adopted. Senators Wagoner, Dyson, Therriault offered Amendment No. 1 : Page 2, following line 7: Insert a new subsection to read: "(d) The sum of $4,528,000 is appropriated from the general fund to the Department of Revenue for the Alaska Natural Gas Development Authority (AS 41.41.010) for project evaluation for the Alaska gas market system project as it relates to providing in-state natural gas to Alaska residents." 2007-03-14 Senate Journal Page 0546 Senator Wagoner moved for the adoption of Amendment No. 1. Senator Stevens objected. The question being: "Shall Amendment No. 1 be adopted?" The roll was taken with the following result: CSSB 82(FIN) Second Reading Amendment No. 1 YEAS: 6 NAYS: 13 EXCUSED: 1 ABSENT: 0 Yeas: Bunde, Dyson, Ellis, Therriault, Wagoner, Wilken Nays: Cowdery, Davis, Elton, French, Green, Hoffman, Huggins, McGuire, Olson, Stedman, Stevens, Thomas, Wielechowski Excused: Kookesh and so, Amendment No. 1 failed. Senator Stevens moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. CS FOR SENATE BILL NO. 82(FIN) was read the third time. The question being: "Shall CS FOR SENATE BILL NO. 82(FIN) "An Act making supplemental appropriations and other appropriations; amending the lapse dates of certain appropriations; and providing for an effective date" pass the Senate?" Senator Stevens moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clauses. Without objection, it was so ordered and the bill was referred to the Secretary for engrossment.
